In a pan, combine the butter and heavy cream. Simmer until all is melted and mixed well. Stir in the Pecorino Romano cheese and garlic powder. Simmer for 15-20min on low.
Salt and Pepper to taste.
Do not use grated cheese from the store. It has an anti caking agent on it.
